Who is providing this insurance, and is it a specialty insurance that limits your use? Is is declared value?

It is not limited in any way and it is insured for market value.

I actually run $250/$500k liability for peace of mind, although that is a high amount. You can insure for actual value, which usually means if a total loss or theft, they will determine the average selling price of your car as a value. You can also do a declared value DV in which you choose the value of your car. I am with State Farm but I am also looking for something cheaper.

I have a 2008 Gallardo, 2011 Boxster, and 2003 Mercedes E500, all full coverage and over $3500 a year in KY, which is high I think.
That seems super high?

The breakdown is $2400/yr Gallardo, $850/yr Boxster, and $500/yr Mercedes - so even more than $3500 for all three full coverage. I had the Boxster and Mercedes when I lived in rural Indiana. Then moved to Louisville, KY and the rates went up about 40%. I had not taken the time to shop although with the addition of the Gallardo, it is now worth it. I hear all these stories of people insuring collector/exotic cars for cheap because they are limited use, and apparently this is not the case and they are just insured same as any regular car.
