Is it true that changing to short shift gear can gain more HP and save cluch life?

no. it just shortens the throw when changing gears.

Do you mean short shift gear or short gears(differential)?
If you meant short gears,then yes it does make it quicker and your clutch will last longer because it grabs faster.
I have shorter gears.The throtle response is better and the car feels quicker.
