Odds are the TPS is not set properly.

The TPS is set after getting the idle adjusted right. The idle is set after getting the car hot (both fans running) and then fully closing and then open the two by pass screws trying to get the RPMs correct and balanced (map sensor values).

The TPS needs to be set via an output reading from the LDAS software. I don't know how you do this accurately without the software. While I have seen this tried via resistance measurements, you really want to know what value the LIE's are calculating.
