I had that same very very high pitched whine. I my situation it was actually the air pump which created the whine. We took the air pump apart and rebuilt it, the whine went away. Check to make sure the air pump is in fact working. When you turn the ignition on you should in fact hear the fuel pumps gear up however that doesn't sound like the problem to me.
