SlyCy's right. Sorry I wasn't that clear on it before.

DOT allows importation of any foreign-built car that is at least 25 years old. Anything younger has to go through the process of proving the car is modifiable (ie, on the DOT list or some other precedent or evidence); posting bond; and using an RLI to import and modify the car prior to processing it through customs on your behalf.
