Ahhhh...#22 is the Spring Base...certianly not supposed to have glue on it but it wouldn't hurt anything or prevent the valve from turning.
ALSO, ...in looking at the parts diagram more closely (& slowly) I notice that Lamborghini actually shows two different guides and the picture of the Int. Guides shows an oring AND a normal valve guide seal, while the Ex. shows only the oring type scraper/deflector seal. This is why the Ex. & Int. Guides have different tops that I mentioned. For your seals try an ELRING supplier.
This confirms that Lambo intended for the exhaust valves to have more access to oil for both lubrication and cooling.
