I just looked closer at the pics you posted of the valve guides. I believe I can see the machined top on the intakes where the seals fit on and it appears the exhaust guides have no such cut down portion for a seal, which would incate the factory determined that 1- the ex. didn't need seals or 2- the ex. needed more lubrication & cooling from oil so seals were not used.
