Yes, the Cups and Valves are supposed to rotate during use to clean the Valve Face and keep the shim from wearing a groove in the surface.

There are several manufacturers of valve guide seals, but generally only 2 types, the metal & rubber type and teflon type. Any good Head Shop in your area will likely have both types availible.
